Trim fat from meats; cut meats into 1" cubes.
Toss meats, flour, salt, pepper, and allspice together.
Alternate putting layers of meat and onions in a Dutch oven and add the bay leaf.
Pour hot water over meat and onion mixture. Cover and bake at 350 degrees for 2.5 hours.
Uncover and bake, stirring occasionally until meat is tender and broth is sighty thickened, about 30 minutes.
Discard bay leaf. Serve stew with potatoes.
