COVID-19 Exposure Control, Mitigation, and Recovery Plan (ECMRP)

Overview

The PLU COVID-19 Exposure Control, Mitigation, and Recovery Plan (ECMRP) is a document required by Washington state that must be posted at campus locations where instructional activities take place during Phase 2 of Governor Inslee’s “Safe Start” plan. This document describes requirements provided by the state, how PLU has responded to the requirements, and the expectations of PLU employees and students during COVID-19 recovery phases.

1. COVID-19 Site Supervisor

PLU has designated Teri Phillips of Administrative Services as the COVID-19 Site Supervisor. This role works in close coordination with the Recovery Team and the Director of the Health Center to monitor the health of employees and students and enforce compliance with the COVID-19 safety plan. All concerns and complaints regarding COVID-19 safety and public health related issues should be directed to the COVID-19 Site Supervisor.

In order to serve the campus outside of business hours, Deputy COVID-19 Site Supervisors have been trained to address concerns in the evening and on weekends. These deputies will be on duty Campus Safety and Facilities Management supervisors.

The COVID-19 site supervisor will maintain the safety plan and update it with the most current COVID-19 guidelines.

2. COVID-19 Safety Training

All PLU students, faculty, and staff are required to complete the online COVID-19 training module prior to returning to campus in phase 2. Safety training will continue on a weekly basis thereafter, to explain the protective measures in place for employees and students.

Weekly Training

Upon reporting to campus each week, instructors and supervisors will hold a COVID-19 safety briefing prior to commencing class or work activities. Instructors and supervisors will be provided with a template to cover basic information and are expected to communicate additional information regarding their specific setting or type of work if needed. Some areas may need to complete training sessions more than once a week, especially if schedules are irregular.

Records will be maintained of the students and employees who were trained at each session. Instructors will take attendance verbally each class session, not only for training records, but for use if contact tracing becomes necessary. Supervisors will also keep a record of attendance for training sessions and contact tracing purposes.

Records should be maintained for at least four weeks by instructors and supervisors and should be made available to the COVID-19 site supervisor upon request.

3. Social Distancing

Campus spaces have been evaluated and adjusted for social/physical distancing where possible. Social distancing of at least 6-feet of separation must be maintained by every person on campus at all possible times. In instances where 6-feet of separation cannot be maintained, the PLU ECMPR should be thoroughly reviewed by employees/students performing those activities prior to commencing. Instructors and supervisors are encouraged to provide additional and on-going safety briefings as needed.

Gatherings of any size must be avoided by taking breaks, performing lab-type activities, and eating lunch in shifts. Any time two or more persons must meet, ensure a minimum 6-feet of separation. Group breaks should be avoided and can be substituted with rolling breaks or on demand individual comfort breaks on as needed.

Campus buildings have been assessed for choke points and other “high risk” areas which may present a challenge to physical distancing. Areas where students and employees typically congregate have either been modified, closed, or marked with occupancy limits and physical distancing markers. Larger rooms are being utilized when needed. Markers indicating “traffic” direction have also been placed to mitigate choke points and should be observed when traveling through buildings.

All students, faculty, and staff are expected to comply with all posted markings related to physical space and activity on campus. Community members are expected to use an “active bystander” approach to “observed non-compliance,” and are expected to report any unsafe activity via the COVID-19 Site Supervisor if behavior does not change. Students who fail to comply with community health standards may be referred to Student Rights and Responsibilities, employees may be referred to human resources for corrective action.

Instructors and supervisors are expected to minimize interactions during class activities; ensure minimum 6-foot separation when at all possible by furniture placement, physical barriers, and/or demarking floors with tape. Limit the number of students based on class size and activities to allow for 6-foot separation.

To the extent practical, only one group/class is allowed at a time at the same location/lab/classroom.

4. Personal Protective Equipment (PPE)

Personal protective equipment (PPE) such as gloves, goggles, face shields, and masks will be provided as appropriate or required for the activity being performed. Facial coverings must be worn by every employee, instructor, and student not working alone (with no chance of human interaction) on campus.

If appropriate PPE cannot be provided by the school, the activity is not authorized to commence, recommence, or the site must be shut down.

5. Sanitation and Cleanliness

  • Soap and running water will be abundantly provided at all locations for frequent handwashing.
  • Employees and students will be encouraged through signage to wash their hands regularly, before and after going to the bathroom, before and after eating and after coughing, sneezing, or blowing their nose.
  • When running water is not available, portable washing stations, with soap, are required. Alcohol-based hand sanitizers with greater than 60% ethanol or 70% isopropanol can also be used, but are not a replacement for the water requirement.
  • Posters have been placed in areas visible to workers and students, required hygienic practices, including not to touch face with unwashed hands or with gloves; washing hands often with soap and water for at least 20 seconds; use hand sanitizer with at least 60% alcohol; cleaning and disinfecting frequently touched objects and surfaces such as workstations, keyboards, telephones, handrails, machines, shared tools, elevator control buttons, and doorknobs; covering the mouth and nose when coughing or sneezing as well as other hygienic recommendations by the U.S. Centers for Disease Control (CDC).
  • Disinfectants will be available to workers throughout the worksite and ensure cleaning supplies are frequently replenished.
  • Frequently clean and disinfect high-touch surfaces at locations and in offices, such as shared tools, machines, vehicles and other equipment, handrails, doorknobs, and restrooms. If these areas cannot be cleaned and disinfected frequently, the locations shall be shut down until such measures can be achieved and maintained.
  • Shared tools and other equipment must be sanitized before and after each user.
  • If an employee reports feeling sick and goes home, the area where that person worked should be immediately disinfected. Disinfecting needs are to be promptly communicated to PLU Cleaning Services.

6. Employee and Student Health/Symptoms

PLU has created policies which encourage workers to stay home or leave the worksite when feeling sick or when they have been in close contact with a confirmed positive case. If they develop symptoms of acute respiratory illness, they must seek medical attention and inform their employer/instructor. More detail on these processes can be found in the PLU Return to Work Guide.

Employees/students are to inform their supervisors if they have family members that are sick with COVID-19 with whom they are currently living. If an employee/student is sharing a dwelling with a family member sick with COVID-19, that employee/student must follow the isolation/quarantine requirements as established by the State Department of Health.

All employees/students will be screened at the beginning of their day via submission of a symptom attestation survey. Employees and students will be asked if they have one or more of a list of symptoms, including but not limited to, fever, cough, shortness of breath, fatigue, muscle aches, or new loss of taste or smell.

Employees/students should take their temperature at home prior to arriving at work or make note of any feverish feelings. Thermometers used at the school must be ‘no touch,’ ‘no contact’ or disposable to the greatest extent possible. If a ‘no touch’ or ‘no contact’ thermometer is not available, the thermometer must be properly sanitized between each use. Any employee/student with a temperature of 100.4°F or higher is considered to have a fever and must be sent home.

Employees/students must report to their supervisor/instructor if they develop symptoms of COVID19 (e.g., fever, cough, shortness of breath, fatigue, muscle aches, or new loss of taste or smell). If symptoms develop during a shift, the employee/student should be immediately sent home. If symptoms develop while the employee/student is not working, the employee/student should not return to work/class until they have been evaluated by a healthcare provider.

Failure of employees/students to comply will result in employees/students being sent home during the emergency actions, for example if an employee/student refuses to wear the appropriate facial covering. Students will be subject to a Student Right and Responsibilities conduct referral for community disruption. Employees will be subject to corrective action.

Any employee/student coming to work/class at PLU from any state that is not contiguous to Washington must self-quarantine for 14 days to become eligible to work or attend class in Washington. Employees/Students will attest to travel prior to coming to campus and should communicate with supervisors and instructors if they can not come to campus due to travel self-quarantine requirements. This will apply to all extended weekends, holidays (including Thanksgiving) and school breaks.

If an employee/student is confirmed to have COVID-19 infection, the COVID-19 Site Supervisor should inform fellow employees/students of their possible exposure to COVID-19 in the workplace but maintain confidentiality as required by the Americans with Disabilities Act (ADA).
PLU will instruct employees/students about how to proceed based on the CDC Public Health Recommendations for Community-Related Exposure.

7. Location Visitors

A daily class attendance log of all employees, students, and classroom visitors must be kept and retained for at least four weeks. The log must include the name, phone number, and email address of all employees, students, and visitors. Visitors are strongly discouraged. Authorized visitors should be limited, but include delivery personnel and service providers.
