The True Statesman

Once the ruler ceases using persuasion and merely uses the threat of punishment, the government is no longer one fitting for rational human beings. This is not to say that a leader should never use coercion under compelling circumstances or when principles are at stake, but that in the ideal sense a leader would not have to do so. Once a leader uses coercion rather than persuasion, he or she is no longer, by definition, leading”.
