Candace (Armstrong) Mumm was elected to the Spokane City Council in November, serving the Northwest District of Spokane. She was sworn in on Dec. 23 at City Hall in front of a crowd of family and friends by acting chief justice of the Washington State Court of Appeals Div. III, Laurel Siddoway. Candace’s four-year term runs through 2017.
